Upcoming PLUM meeting that will determine the city's direction on implementing SB 79.
First off, everyone acknowledges that SB 79 is a nightmare and the city has little it can do to offset impacts. However, as more and more council members are seeing the impacts of SB 79 on their districts (which we warned about all last year), they are finally becoming alarmed.
But thousands of unsuspecting home owners must also become alarmed. We are demanding that the city notify by mail every single impacted property owner of this pending change and its impacts.
The PLUM meeting tomorrow will hear two possible paths for implementation; Option/Approach B and C both allow the city to defer implementation of SB 79 for three years to HPOZs (Historic Preservation Zones), low resource areas, and high fire zones.
B lets SB 79 go into effect everywhere else, while C proactively rezones some single-family zones to multi-family to temporarily defer a few other areas from being immediately impacted.
NEITHER of these options are good. But Option C means if SB 79 is amended or repealed, those rezoned areas will not be allowed to rezone back to single-family, and opens these areas up to even more state density bills.
Either way by 2030, all properties within SB 79 circles will be rezoned to comply with SB 79 with no deferrals. We prefer Option B.
We are asking all of you and your community members, neighbors, friends, neighborhood councils to send a letter now and demand the City officially notify all impacted owners citywide immediately of this rezoning.

The hearing is tomorrow so we need these letters sent off today.

We need a lot of letters. Please let's do this in the hope that if everyone finally becomes alarmed at what is being planned, the city will stand up to the State and demand better legislation.
This is not about more housing, it's about good, safe planning as we add more housing. You don't have to destroy the neighborhoods we have to get the housing we need.

Dear PLUM Committee Members,
I am writing to express my profound disappointment regarding the City’s failure to adequately inform residents that their single-family properties face radical reclassification under SB 79. The PLUM Committee is considering the best path forward for implementing this legislation. The City plans to request deferral from effectuation in HPOZs, high fire zones, and low-resource areas. It must then decide whether to allow SB 79 to take effect in all other qualifying areas (Approach B), or to proactively rezone certain single-family areas (Approach C) in order to secure additional deferrals.
This presents a false choice. The City cannot delay effectuation for more than three years before SB 79 goes fully into effect. Approach B is the more prudent path, providing the necessary deferrals for HPOZs, high fire zones, and low-resource areas without the permanent damage of proactive upzoning in all other qualifying areas. Proactively rezoning now invites other state density laws to be "stacked" onto these neighborhoods, even if SB 79 is later amended or repealed.
My Formal Request:
1. Support Approach B: Choose the path that delays effectuation where possible without initiating permanent, extreme zoning reclassifications today.
2. Mandatory Immediately Mailed Notification: I request that the Committee approve a requirement that every homeowner potentially impacted by SB79 receive a clear, mailed explanation of what is at stake for their property.
A well-informed public is fundamental to a functioning democracy. Residents deserve full transparency while the city moves forward with implementation plans.
