Prohousing Design Public Comment Open

Posted on 10/23/2026

Dear Community Members,

The City’s draft Prohousing Designation Program application is now available for a 30-day public review period, which will end on Nov. 16, 2026.

The City is seeking public input on its application for the Prohousing Designation Program, which could help secure more funding for affordable housing and related infrastructure in the City. Fund programs at risk cover additional aspects such as transportation, climate resiliency, and infrastructure. The State requires the City to consider and submit all comments to the California Department of Housing and Community Development (HCD).

The HCD Prohousing Designation Program recognizes jurisdictions that have adopted policies supporting the State's housing goals. Designated jurisdictions are eligible for certain grant funding and receive priority processing or additional points when competing for other State grants, including the Affordable Housing and Sustainable Communities (AHSC) Program, Infill Infrastructure Grant (IIG) Program, Transformative Climate Communities Program, Local Partnership Program, Sustainable Transportation Planning Grant Program, and Transit and Intercity Rail Capital Program.

The City of Los Angeles received the Prohousing Designation in 2023. Since receiving its designation, projects located in the City of Los Angeles have been awarded approximately $556.6 million through the AHSC and $35.8 million through IIG.

A jurisdiction self-scores and must achieve a cumulative score of at least 30 points across the four categories to receive the Prohousing Designation. The draft application proposes a score of 77 points.

To view the draft application and submit a comment, please visit the Los Angeles Housing Department’s Prohousing Designation Application webpage.
