The next meeting of the STNC will be held on Wednesday, October 11th at Mt. Gleason Middle School with refreshments at 6:30 p.m. Meeting starts at 7 p.m. Please join us for updates on the STNC's recent activities as well as local land use and community improvement topics. At all our meetings, you have the opportunity to speak out. The Public Comment time is your opportunity to announce local community events or bring issues (within our jurisdiction) to the attention of the board, local residents and city department reps --- all in one place. If you'd rather not speak, your comments can be submitted in writing. Come to hear more about what's going on with Public Safety and Land Use and what's the latest regarding the proposed Home Depot? A big "thank you" to Verdugo Hills High School Football! I had the honor of "tossing the coin" at the Homecoming game last Friday. What a thrill to participate in this exciting "sold out" event in our community and meet so many great students, parents and players! And...congratulations to the "Dons" on winning the game!

Tujunga Watershed Meeting -- The workshop held on Monday, Oct. 9 at Bolton Hall was a great success. Thanks to Zack Freedman and Melanie Winter with The River Project for facilitating. Several neighbors including DAC and STNC Board members identified key sites in Sunland-Tujunga that need help. A synopsis will be prepared and sent to the STNC so we can later identify the most important projects and then work on getting the funding and work needed to complete them. The NCRC / 912 Commission will hold its First Public Hearing on Tuesday, October 17, 2006 - 6:30 PM to 9:30 PM at the EPIC Center, 3980 S. Menlo Ave., Los Angeles. Off of Martin Luther King Blvd., between Vermont and Figueroa. Free parking. Some topics include:

* How well are Neighborhood Councils representing you?
* Do people know about the Neighborhood Councils?
* Do Neighborhood Councils have the right roles and powers?
* Is the City government organized to help the Neighborhood Councils?
* How can we make the system better?

The NCRC are not government officials; we are residents and stakeholders of the city, just like you. Haines Canyon Channel Outlet Maintenance -- Los Angeles County Supervisor Michael Antonovich's office has notified us that this project is on hold pending coordination with work that needs to be done by the Angeles National Golf Course. Due to the environmentally sensitive area, the timing is critical. No work will be done in 2006.

Did You Know

The Foothill Blvd. Corridor Specifc Plan (FBCSP) Ordinance covers Foothill Blvd. from the 210 Freeway on the West to Lowell Ave. on the east. The Design Advisory Committee (DAC) of the STNC is the land use committee and consists of volunteer neighbors who give of their time and expertise to the committee's work. We often find that owners of properties in the FBCSP area are not aware of the ordinance and that it may affect them should they want to make improvements on their property including change of use, structural additions, signage, leasing to a tenant or ownership change. The STNC helps to bring more awareness of this important City ordinance to you. The FBCSP became effective October 27, 1995 along with the Design Guidelines and Standards Manual in effect as of February 22, 2001. If you would like a "free" copy of the Specific Plan, including the Design Guidelines, stop by the STNC office. It is also available on the STNC web site at http://www.stnc.org/dac.html

The DAC reviews most sites within the FBCSP area that the City submits to us. The DAC makes recommendations and takes an advisory vote in favor, opposition or no recommendation to plans submitted as well as recommending changes to plans.Your questions and involvement help in the implementation of the FBCSP. Check the STNC calendar for the next meeting. Volunteers Needed - The STNC is looking for volunteers to join the DAC. If you have interest, expertise and a willingness to participate, we need you. November 7, 2006 General Election - is fast approaching and sample ballots should be in the mail to you by Oct. 10th. City of Los Angeles Measures on this year's ballot are:

  • Measure H - Affordable Housing General Obligation Bonds;
  • Measure J Technical changes for Proposition F Regional Fire Station;
  • Measure R Term Limits of Three Terms;
  • City Lobbying, Campaign Finance and Ethics Laws.

If you have not registered to vote, you have until Oct. 23 to do so. Voter registration forms are available at the STNC office.

STNC Board Elections - It is that time of year again! The STNC Elections paperwork has been submitted to the Department of Neighborhood Empowerment (DONE) for review. This begins the 140 day countdown to STNC election day! Candidate applications will be ready in a few weeks and I encourage you to take a look at running for a board seat. All 21 board seats are up for election who represent all areas of our community. More details soon.

Canyon Hills Update

An ordinance authorizing the execution of the Development Agreement by and between the City of Los Angeles and Whitebird, Inc., doing business in California as California Whitebird, Inc., relating to real property in the Sunland-Tujunga-Lake View Terrace-Shadow Hills-East La Tuna Canyon Community Plan area located at 7000-8000 La Tuna Canyon Road.

Department of Transportation
CONGESTION MANAGEMENT PROGRAM (CMP)
2006 LOCAL DEVELOPMENT REPORT (LDR) dated 8-24-2006

Since its inception in 1992, the Department of Transportation (DOT), as assigned by the City Council, has been the lead in ensuring City compliance with the state-mandated Congestion Management Program (CMP). It includes the requirement for a countywiden Deficiency Plan, which was incorporated into the CMP in 1993. The CMP requires local jurisdictions to submit to MTA an annual Local Implementation Report (LlR) enumerating all development activity and all traffic mitigation projects/programs benefitting the CMP transportation network. Since 1994, the City of Los Angeles has maintained a positive balance of transportation improvement "credits” over new development "debits” to preserve compliance with the CMP. To date, the City has accumulated 2,107,508 in net credit points. Click to download a PDF of the full report.

DWP Rate Increases: As a result of a decision of the California Supreme Court on July 24, Neighborhood Councils will be allowed to give input on the L.A. DWP’s proposed water rate increases of 2.75% for fiscal years 2006/07 and 2007/08. Join us for a public hearing downtown at City Hall on October 4, 2006. If you would like to submit a written comment, please submit at the public hearing or mail to the City Clerk, 200 N. Spring Street, Room 395, Los Angeles, CA 90012, no later than October 3, 2006. Please include the parcel address and write "LADWP Water Rate Increase” on your written comment. Parking is available in private lots surrounding City Hall, and City Hall is accessible by public transportation. Foothill & Commerce Update - I spoke with Mr. Steinert, a representative of the Foothill and Commerce Town Center today and he provided the following great news!

They are waiting for someone at the City to return from vacation for a final sign-off. Appointment to pull permits is next Thursday, Sept. 7th I also heard from Anita Cerna at City Planning that she signed off on the plans Thursday, Aug. 31. Look for the start of excavation anytime in September. The project should take approximately 18 months to complete. It is not yet known the businesses to go into the site. The owner is waiting til the below grade parking and framing for the buildings is in progress before making any committments.

If you’ve noticed, some lumber has arrived at the site so we should start to see activity soon! Haines Canyon

Channel Outlet Maintenance - Los Angeles County representatives held a community meeting to present the proposed maintenance plans for the Haines Canyon Channel Outlet. This area is located at the end of Tujunga Valley Street and continues to the Angeles Golf Course property. It is an area with ponds and natural habitat including birds, tadpoles, fish and more. Public concerns regarding the potential for West Nile Virus at the project site were brought to the attention of L.A. County Public Works and other City and State elected officials. The County has prepared a Mitigated Negative Declaration (MND) to explain the work needed to address the concerns and address all environmental requirements. The meeting tonight gave the public an opportunity to ask questions and hear more details on what the project entails. After learning that the required public notice may not have allowed enough time for the community to respond, the County extended the Public Comment period for this project to September 18, 2006. The Draft MND and other documents are available for public view at two locations: Public Works, Hansen Yard, located at 10179 Glenoaks Blvd., Sun Valley, CA 91352; and Public Works’ offices at 900 S. Fremont Avenue; Annex 2nd Floor, Alhambra, CA 91803.

There are opportunities for you to hear about "quality of life” issues in Sunland-Tujunga this week.

Monday, August 21 - DAC Meeting, NVCH starts at 6:30 p.m. -- Department of Transportation rep will talk about traffic studies and impacts along Tujunga Canyon Blvd. between Foothill & 210 Freeway. Developments are either planned or in the planning stages. Neighbors who have attended our recent Design Advisory Committee (DAC) meetings have questions about how the City reviews the traffic studies that proposed developments submit, what changes might be possible or what we can do to improve traffic safety. Thank you to Dale Thrush at Councilmember Wendy Greuel’s office for arranging D.O.T. rep Mr. Valdez to attend.

Thursday, August 24 - Safety Meeting at the NVCH starts at 6:00 p.m. - "Concerned Summitrose Residents” will attend STNC’s Safety Meeting to talk about making Summitrose safe. LAPD recently wrote 7 speeding citations within 90 minutes. The speed limit is 25 mph.

Home Depot - The City Planning Dept. and Department of Building and Safety have determined that the latest plans Home Depot presented are limited to tenant improvements within the existing floor area of the former K-Mart store. No new square footage and the improvements do not extend the life of the building. The City also determined that the use will not change as it is considered "from retail to retail”. Our Councilmember Wendy Greuel immediately sent a letter (click here to download in PDF format) to the City Attorney requesting a review of these findings. We look forward to the City Attorney’s response soon.

FAR/ICO Extension - Wendy Greuel introduced the motion to extend the Sunland-Tujunga FAR/ICO at the August 18 City Council meeting. It will extend the mansionization ICO for six months (it is extendable for one additional six month period). The resolution will bypass the PLUM Committee and go straight to Council at the next regular Council meeting (September 12). The City Council is on recess for three weeks.

Canyon Hills Design Standards - A meeting was recently held with a few community members and the developer to talk about design standards for the homes. Grading and development of the homes is a long way off so its too early. Maybe a year or so before anything will take place on the property. Concerns about native plants were discussed and suggestions made.

City Council Files for Neighborhood Councils did not pass the City Council last Wednesday but has been referred back to the Rules & Elections Committee and the 912 Commission. Council File #05-0575 "Community Initiative Statements" (formerly "Non-Community Impact Statements") passed the Rules & Elections Committee the week prior, with the Council President agreeing to a total of only three neighborhood councils needed to sign onto each proposal. STNC has supported this issue since it began 18 months ago and will continue to work toward its approval by our City Council.

I attended the public hearing regarding the placement of a Verizon Cell tower at Community Christian Church, 10189 Tujunga Canyon Blvd. and spoke before the hearing officer, Linda Smith. The DAC had previously heard the plans by Verizon and opposes the tower at this site. No decision was made at this hearing. Only notes taken by Ms. Smith. The next step is the Planning Commission hearing sometime in September. The proposal is a 51 feet high monopine cell tower in the church parking lot. This site is within a block of the Tujunga Post Office.

The North Valley Area Planning Commission Public Hearing regarding an appeal for 9166 Tujunga Canyon Blvd. (currently Oakview Convalescent) was held Thursday August 16. The appeal was concerned with loss of wildlife, the traffic study, patient relocation and density concerns. Staff recommended denial of the appeal and the Commission agreed. Wendy Greuel will not take a position until the proposal comes as a package. The next step is the PLUM hearing which will be sometime in September.

912 Commission/Neighborhood Council Review Commission - The third meeting of the commission took place last Tuesday, August 15. The commission heard a report from USC that included statistics about neighborhood councils as of 2004. The statistics are being updated and USC will return at a future meeting. The search for an Executive Director or Consultant is in progress with a deadline to apply of August 31, 2006. The goal is to have the position filled by Oct. 1st.

Little Landers Park - Sunday, August 27 at 5:30 p.m. - The second family concert of the 2006 season with "P5thotrncia Band” and "Villa Kids” family band. Young and old will enjoy this fiesta of regional Mexican music. The family concert is free and there will be refreshments on sale. We often receive calls about streets needing repair, buildings opening and not adhering to City use, occupancy and signage requirements. We are doing our best to learn what we can and communicate with our City representatives how important it is that we overcome these issues and work together with our neighbors for improvement. Coming up this week will be two STNC meetings: The DAC will meet at 7 p.m. on Monday, August 7th and the monthly General STNC meeting will be Wednesday, August 9th. Agendas are posted on the front page of the STNC web site.

Is Home Depot Coming to Town? Stop by to hear the latest updates on the proposed Home Depot at the former K-Mart site.

Concerns about traffic impacts along Tujunga Canyon Blvd. between Foothill and La Tuna Canyon Rd. are weighing heavy on the community and have drawn a number of neighbors out to voice their concerns. The DAC has requested (for the past few weeks) that a Department of Transportation (DOT) rep come out to address the concerns the current development proposals will have on this already heavily travelled road and how we can get a comprehensive traffic study that considers all these pending development projects. It is not confirmed yet, but we hope to have a DOT rep at Monday night’s DAC meeting.

The Sunland-Tujunga Lions Club has worked with local schools giving scholarships, purchasing band uniforms and a Hammond organ for the high school, and sponsoring essay contests. Sports activites for youth, the Scouts and the YMCA have received funding by the Lions. The STNC is looking forward to seeing you at the Watermelon Festival.

Little Landers Park Concert Series - to be held on the 2nd and 4th Sundays of August, September and October in cooperation with Council District 2, L.A. Department of Recreation and Parks and local businesses. The event will offer a variety of music and dance representing the different ethnic backgrounds of our local neighborhood. The concerts will be outdoors on the Valmont side of the park which is located at Bolton Hall Museum. Bring your own lawn chairs and blankets to sit on.

Other News

Neighborhood Council Review Commission: The second meeting of the Commission continued with procedural tasks including meeting rules. The City Clerk’s office will help with the search for an Executive Director or Consulting firm. This meeting was held at the Metropolitan Water District located at Union Station in Downtown L.A. and will be the site of the regular meetings. Other meetings will be held throughout the City. Next meeting is Tuesday, August 15. If you would like to receive advance notice of the commission’s agendas you can sign up through the ENS (Early Notification System) http://parc3.lacity.org/ens/index.cfm. The meetings will also be rebroadcast on Comcast Channel 35.

Affordable Housing Bond Issue: The L.A. City Council voted to place this issue on the November ballot without neighborhood councils weighing in. Other organizations were consulted but not neighborhood councils. The first I heard of it was this past week when it came before the City Council for a vote. The Bond issue will assess property taxes to raise a billion dollars to invest in "increased housing production with homes affordable to those at all income levels”* . No details yet on how this money will be managed. There are ideas but nothing confirmed. I encourage stakeholders to find out more about this upcoming ballot measure. This can be an issue for seniors on fixed incomes, renters who are not part of rent control and people who have purchased property in recent years where the values have increased. Term Limits for City Councilmembers: The City Council voted to extend term limits. This item will be on the November ballot too. The City Attorney doesn’t agree with the vote and cited a number of reasons. Mayor Villaraigosa stated the following: "The question of extending term limits belongs rightly with the voters. The City Attorney has approved the ordinance as to form and legality. I am returning the term limits ordinance with my signature so the voters can decide. " This is another item on the the City Council agenda that neighborhood councils were left out of weighing in on before the vote was taken. You are invited to attend the combined DAC/STNC meeting to be held Monday, July 31 starting at 7 p.m. Last Monday, July 24, 2006, the Department of Building and Safety issued permits so Home Depot can proceed with their tenant improvement plans. This action has been questioned by the No Home Depot Campaign and the STNC. Councilmember Wendy Greuel immediately sent a letter to the City Attorney requesting their review. We encourage you to attend Monday’s meeting to hear more details and updates.

Neighbors have been concerned about proposed development along Tujunga Canyon Blvd. and the impact on this already heavily travelled artery from Foothill Blvd. to the 210 Freeway. The DAC has requested that the community have an opportunity to meet with representatives from the Transportation Department so their concerns can be addressed. Once a date has been scheduled, STNC will notify you to attend. The next meeting of the DAC will be held with the full STNC board this coming Monday, July 31. The purpose of the joint meeting is to hear updates regarding STNC’s support or non-support of neighbors in the Kagel Canyon area regarding the placement of the Union Rescue Mission facility "Hope Gardens”. The "912" Neighborhood Council Review Commission met Thursday, July 13 for its first session. The evening was taken up with procedural matters with all 29 commissioners working together. The City Clerk announced that the tape of the meeting will air on LACityView Channel 35 Saturday, July 15 at 6:39 PM. Maybe it will really be 6:30.

Our own Councilmember Wendy Greuel was there to welcome us and Councilmember and City Council President Eric Garcetti also stopped by. After the oath of office, Valerie Flores with the City Attorney’s office gave a presentation regarding the Brown Act and the Public Records Act. We then voted in the Chair of the Commission, Rev. Altagracia Perez (appointed by Eric Garcetti (CD13) Episcopalian Minister; fought WalMart in Inglewood) and Vice Chairs, Jason Lyon (NC Mayor Appointment - Silver Lake NC Board Past Co-Chair; Spearheaded the movement to get Council File Numbers for issues proposed by NCs; former Area Planning Commissioner) and Jackie Dupont Walker (Mayor Appointment - Served on appointed Charter Reform Commission). These three are now the executive committee of the commission who will meet to prepare our next agenda. Meetings will be held 1st Tuesdays and 3rd Thursdays at 6:30 p.m. The August 3rd meeting will likely be held at the Metropolitan Water District in L.A. This site is large and has parking and facilities for our meetings. We discussed the hiring of an executive director but decided to wait until next meeting. Meetings will be scheduled throughout the city to make it easier for all stakeholders to have a chance to attend. One will be held in the North Valley to be scheduled later.

MISSION STATEMENT: The Neighborhood Council Review Commission is appointed pursuant to Section 912 of the City Charter and shall meet for twelve consecutive months to evaluate the provisions of Article IX of the City Charter, the Regulations adopted pursuant to Article IX of the Charter, and the efficacy of the system of Neighborhood Councils.

Tuesday is a Board of Neighborhood Commissioners (BONC) meeting. Our DONE rep, Amelia Herrera-Robles, has asked me to attend and talk about our successes and challenges as a neighborhood council. She realizes we are receiving the invitation late. If you have anything you would like me to relay to them, please send me a note at chairman@stnc.org

The BONC is comprised of seven members, each from a different background and a different part of the city. They are appointed by the Mayor, and confirmed by the City Council. The Commission is responsible for certifying the neighborhood councils and setting and overseeing policy. That includes approval of contracts, leases, and rules and regulations. The Commission holds regular public meetings every 1st and 3rd Tuesday of each month, and may hold special meetings to conduct business.

KABC TV Channel 7 Comes to the Valley. Everyone is welcome to attend and discuss the topics that are important to you! ABC 7 listens – A Townhall Meeting, Wednesday, July 19, 2006 at Valley Crossroads Church, 11350 Glenoaks Blvd., Pacoima from 6-8 p.m.

Have you seen the "temporary, no parking signs” on Foothill Blvd. between Commerce and Plainview? A "Notice of Street Work” starting July 12 has been received from the Bureau of Street Services. The project for roadway improvements on Foothill Blvd. from Day Street to Jardine Avenue will take approximately four weeks to complete.

July 4th, 2006 .... the annual Sunland-Tujunga 4th of July Parade hosted by our very own Rotary Club will begin at 10 a.m. Tuesday morning, July 4th. The event is a "do not miss” with many of Sunland-Tujunga’s community based organizations, businesses, neighbors and friends coming out to parade down Foothill Blvd. from Mt. Gleason to Sunland Park.  Bring your folding chair, water, sunscreen and the kids to sit along the parade route. The STNC is happy to be a part of this annual event. Be sure to look for STNC’s parade entry! Board members Dan McManus, Outreach Committee chairman and David Cain, District 3 representative, have planned a great "float” for the parade. Looking Ahead

The July 12th STNC meeting will feature a presentation of the LAPD Police Camera used in police cars. This camera will photograph license plates while running them through a database to see if they are stolen or otherwise involved in a crime. The camera will also be effective in identifying criminals. The STNC board will also consider a motion to join with our neighboring neighborhood councils in the Foothill Station area to approve up to $4,000 toward the purchase of a camera to be used specifically in the Foothill area. The presentation by Captain Joseph Curreri of the LAPD, Foothill Area Station will take place immediately following the opening of the meeting.

Brief Land Use Happenings during June

Proposed Home Depot at the former K-Mart site - A third set of plans has been reviewed. Major questions were raised as to the completeness of the plans presented.

Tujunga Canyon Blvd. Proposals for development along Tujunga Canyon Blvd. have raised a number of questions from the neighboring residents, community, the STNC board and the DAC. A meeting with representatives from the Department of Transportation is in the process of being planned through our Councilmember Wendy Greuel’s office. The proposed developments include:

Joy Fellowship Church at 9717-9729 Tujunga Canyon Blvd. This is the site of the former Begue Barn. Plans include a church facility for up to 250 congregants and 65 parking spaces.

Oakview Convalescent Hospital which proposes up to 25 condominiums to be built similar to those just east of the site. The developer has agreed to all requests for cosmetic modifications and Councilmember Greuel presented the request to the Planning Department and it was approved. It will next come before

Verdugo Hills Golf Course - Developers for the site have presented a proposal for up to 269 units including a new 9-hole golf course. The developer has agreed to work with the community on the details of their plans. Those community members interested should contact Victor Castro, DAC chairman. The historical status of the site, which was formerly a Japanese internment camp is being researched.

9531 Inspiration Way - Design Advisory Committee of the STNC voted to oppose the proposed single family residence and support the community’s hillside ordinance. This site is adjacent to the proposed Canyon Hills/Whitebird development.

Hope Gardens, Kagel Canyon - DAC recommends a second presentation for the proposed shelter by Union Rescue Mission. Kagel Canyon residents gave an update at the recent DAC meeting for consideration by the Board. While this is not within the STNC boundaries, neighbors are concerned of the possible impact the shelter may have on the public safety and other concerns to our community.

Oro Vista Residential Project - There is evidence of the protected "Santa Ana Sucker” (a fish) on the private property. We are waiting for the City to advise what this means as well as whether a full Environmental Impact Report (EIR) will be required. Proposal is for up to 30 single family homes.

Discount Tires, 6511 Foothills Blvd. - City has issued an Order to Comply. Business Owners have not applied for a conditional use permit. It is auto related and within 300 feet of residential homes. Applicant/Owner is appealing the order. Appeal will be heard before Build and Safety Commission. More info soon.

8330 McGroarty - The City is requiring an Environmental Impact Report. 17 residential lots are proposed for this area.

The DAC meets on the first and third Mondays except for July. This month the DAC will meet on Monday, July 17th. The location will be Mt. Gleason Middle School. City Planning Department representatives regularly attend our meetings as well as Councilmember Wendy Greuel’s staff. Contact the STNC office for more information on any of the above.

The PLUM hearing on 6-20-06 resulted in approval of the Canyon Hills Development Agreement with two changes submitted by letter from the developer. Those changes relate to: 1) disposition of the developer’s donation of the open space in the event the Santa Monica Mountains Conservancy does not accept it and; 2) the two freeway exits. A copy of the letter will be available on the STNC web site as soon as we receive it.

Neighbor concerns regarding the emergency exit at Inspiration Way has been discussed at the recent DAC meetings as well as the rare flora and fauna issues.

SAFETY ALERT!

The CitiBank on Mt. Gleason in Tujunga was robbed with blue steel hand guns at 12:30 pm on Saturday, June 10, by two (2) robbers wearing ski masks, gloves and one man wore a hood shirt. Their method of escape is yet to be determined.

Anyone who can provide additional information regardless of significance, is urged to call Lt. Velez at LAPD Robbery & Homicide Div., 213-485-0780.

Join us at Mt. Gleason Middle School this coming Wednesday, June 14th for the next STNC meeting starting at 7 p.m.

Tujunga Canyon Blvd. has three proposed developments and the STNC wants to be sure you are aware of them.

One will be presented at Wednesday's STNC meeting by representatives of the Joy Fellowship Church at 9717-9729 Tujunga Canyon Blvd. This is the site of the former Begue Barn. STNC Budget - The current budget year will end on 6-30-06 and the STNC will have a rollover of funds into the next FY06/07 budget year.  The Budget Committee has drafted a proposed budget to present to the community and the board.
912 Commission - STNC was well represented at last Thursday's Valley Alliance of Neighborhood Councils with four STNC board members present.  Myself and Dan McManus were candidates for the vote by representatives of the Valley Alliance of Neighborhood Councils in the North Valley Planning Area.  I, along with Kenny Beardsley from North Hills West NC will be recommended to the Mayor for appointment from the North Valley.  I want to encourage you to write letters to Wendy Greuel recommending Dan McManus to be considered as Wendy's appointment to this commission.
4th of July Parade & Fireworks - The STNC's Outreach Committee is planning our entry into this year's 4th of July Parade. A big Thank You to the Rotary Club who coordinates this major event for the Sunland-Tujunga community where thousands of neighbors and friends turn out to celebrate Independence Day!  You are invited to come out to participate and help with STNC's entry in the parade.  Contact Outreach Chair, Dan McManus or District 3 rep David Cain.  Also, more details will be announced at Wednesday's STNC meeting. The STNC is helping to promote the annual Sunland-Tujunga Chamber of Commerce's community-wide Fireworks event to be held at Verdugo Hills High School. STNC is sponsoring three Fireworks signs.
Community Garden at Howard Finn Park - Help restore the community garden located behind the Sunland-Tujunga Library (7771 Foothill Blvd., Tujunga).  Garden plots are available for planting. Contact Jackie Keene at Wendy Greuel's office (818-352-3287) to get  involved.
Congress of Neighborhoods is this coming Saturday, June 17th. This annual event organized by the Department of Neighborhood Empowerment (DONE) is an opportunity for members of Neighborhood Councils, community based organizations, youth groups and local businesses to gather and exchange ideas and offer resources for neighborhood improvement projects, outreach methods, networking and training.  Keeping in step with Mayor Villaraigosa's vision of a safer, better prepared citizenry, the focus of this year's Congress will be EMERGENCY PREPAREDNESS.  Workshops will be offered to inform and train individuals, families and neighborhoods how to be better prepared for an emergency.  Registration is free and open to the public.  For more information or to register via phone, please call (213) 485-1360.

On May 10th the STNC had over 170 people in attendance for the STNC's monthly meeting and the Smart Board presentation by Mr. Ireland at Mt. Gleason Middle School Thanks to Lydia Grant for coordinating our speaker and the outreach efforts.
Linda Brand will serve as our newly appointed Treasurer to the STNC board. Linda is a resident of Tujunga and has worked with the Budget and Finance committee for the past few months assisting in getting the 2005 records reconciled for submittal to DONE. She has become familiar with the requirements and the paperwork needed to access City funds on behalf of the STNC. We look forward to working with Linda who will now chair the Budget and Finance Committee. Other committee members include: David Cain, Ed Rock, Elsa Waters and Mark Seigel. Thanks to Nina Royal for serving as STNC's Fiscal Agent during this time period.
Tier 1 Bylaws changes have been approved by the STNC board. Most all the changes will clean up typographical errors.  They have been available on the STNC web site for a few weeks now. If you would like to see a copy, please contact the STNC office.  The Bylaws committee will continue to work on Tier 2 and Tier 3 changes in the coming weeks. Check the calendar for meetings.
Through the Design Advisory Committee, research for an Interim Control Ordinance  to deal with the impact of development on our already very narrow streets is in process. The DAC welcomes the opportunity for neighbors to get involved to identify specific streets and address the key safety and access concerns.  Narrow Streets ICO meetings are held at 6 p.m. (one hour before the DAC meetings) on the first and third Mondays of each month and include Dale Thrush, from Council District 2 and Dick Platkin with the City Planning Department as well as other City representatives participating.
STNC Outreach - I'm thrilled that STNC has the best outreach and the best turnout at meetings.  The Outreach Committee has incorporated the designs from the STNC's logo contest of 2005 and presented three design proposals for up to 40 Banners on Light Poles throughout Sunland-Tujunga between Lowell and the 210 Freeway at Sunland Blvd. Check out the three proposals and let us know your choice by sending an e-mail to secretary@stnc.org -- The STNC board voted to extend funds for signage at events being held by Our Lady of Lourdes Parish Community (May 19-21) and the S-T Chamber of Commerce 4th of July Festivities to be held at Verdugo Hills High School.
912 Commission - The STNC board held a special meeting on Monday, May 22 to select two  representatives to the Neighborhood Council Review Commission, also known as the 912 Commission.  Dan McManus and I were selected by the board to go on to the Valley Alliance of Neighborhood Councils' meeting on June 8th. We will meet with our other neighborhood council reps in the North Valley to agree on recommendations to the Mayor. If you would like to attend this meeting and support us in our effort to represent the North Valley, on behalf of neighborhood councils, please contact the STNC office for meeting details.
LANI Community Forum held May 18 - I have recently attended three different events with new Planning Director Gail Goldberg speaking.  Mrs. Goldberg said once again "...people who live in their communities are the best source for neighborhoods and represent the aspirations and dreams of a neighborhood."  She supports the population in neighborhoods right now and says that "neighborhood councils will be an integral part of planning in neighborhoods".  Gloria Jeff, the new Department of Transportation Director also spoke saying "...DOT will work hand in hand with planning. It isn't how many humps as that's the symptom, not the solution." She also said she intends to make "deliverable" promises and intends to have a DOT rep in our community.  The Los Angeles Neighborhood Initiative (LANI) Community Forum is held at USC each year and has workshops on current topics of interest.

Upcoming Items of Interest

Public Hearings (see attached letter from Wendy Greuel) regarding loss of rental units and condo conversions are being held as a result of complaints from stakeholders throughout the City. Many renters are being forced out of their homes by owners who want to convert or to demolish and rebuild. An estimated 75% of LA residents are renters. Three public hearings will be held by the Housing, Community & Economic Development and Planning & Land Use Management Council Committees.  The joint hearings will receive testimony from all stakeholders and experts (city departments, tenant advocates, property rights advocates, the public, and academics) relative to the loss of rental and rent-controlled units to condominium conversions, demolitions, and new for sale units in Los Angeles.  If you have an interest in this item, please contact the STNC office. The STNC has an opportunity to participate in the Neighborhood Council Review Commission and you can be a part of it.

When neighborhood councils were formed by City Charter ** click here for PDF ***, there was a provision that included a review process seven years after their creation. That provision is City Charter Section 912 and provides that the Mayor and City Council shall appoint a commission to evaluate the provisions of Article IX of the Charter, the Regulations adopted pursuant to Article IX of the City Charter, and the efficacy of the system of neighborhood councils.  That time has arrived.
At last night's STNC meeting, your board voted that anyone wishing to be considered to represent the STNC to our Planning Area 7 caucus shall submit by 5-15-06 to the STNC office a statement of interest, expertise and time commitment not to exceed 250 words and attend a special meeting of the STNC board to be held on Monday, May 22, 2006 at 7 p.m. Final selection by the STNC board will take place at this meeting where two will be selected with the highest votes win.

This coming Wednesday, May 10 will be the next STNC meeting with a presentation of the Smart Board Technology by Mr. Ireland, 8th grade science teacher and JPL ambassador. This is a great event to bring out the family and see what's new in our schools. The STNC extends an invitation to all and hope to see you. Arrive early for refreshments. Meeting starts at 7 p.m.

I hope you had a chance to see the homes on the Historic Home and Garden Tour on Sunday. It is always great to see the wonderful history of our community and the care that the owners put into the homes for all of us to enjoy. The hardworking volunteers always put together a well organized event. The STNC was proud to take part in supporting this event for our community. Hundreds of people passed through the many homes on the tour even after the 4 p.m. ending time!

It was great to see the many volunteers out cleaning up Foothill Blvd, Commerce Avenue and painting our two post offices for Big Sunday and the Mayor's City-wide Day of Service. Thank you to Wendy Greuel and her staff for coordination of the day's activities and the many City services who passed through Sunland-Tujunga to help. The Farmer's Market held at Coffee Stop was great as well. A chance to get some of those great fresh fruits and vegetables and gifts from the craft and specialty vendors. A great BBQ was enjoyed by the volunteers at Stonehurst Park afterwards. Many thanks to all who took part in such a great day and thank you to our Wendy Greuel for being with us in Sunland-Tujunga for this great day.

The commission appointed pursuant to Charter Section 912 of the City Charter shall be referred to as the Neighborhood Council Review Commission and shall consist of 29 members, appointed by the Mayor and City Council. The process includes Mayoral Appointments with neighborhood councils located in each of the seven Area Planning Commission areas to collectively (for each area) submit to the Mayor by June 19, 2006 at 5:00 p.m. at least two nominations for membership on this commission. The Mayor shall appoint 14 members, seven of whom must be from the pool of nominations submitted by the neighborhood councils. These seven must represent each Area Planning commission area. At Wednesday's meeting, we will vote on how to select STNC's representative with a follow-up meeting on May 22 to vote the STNC's choice. Come out and be a part of this process.

City Hall - Van Nuys. On May 5th I had the opportunity to attend the combined PLUM (Planning and Land Use) and E&N (Education and Neighborhoods) Committee meetings where new L.A. Planning Director, Gail Goldberg gave a presentation. I was impressed with Ms. Goldberg's emphasis on each community being in charge of the development in their neighborhood. Good news for Sunland-Tujunga because this is just how we would like it to be. The Planning Department currently has a backlog of 1,000 cases and a "strike team" has been hired to help get through them. Several concerns were addressed regarding the condo-conversions.

Updated plans for the Verdugo Hills Golf Course proposed development were presented at Monday's Design Advisory Committee (DAC) meeting. Click on this link to see the latest details.
The Canyon Hills Development Agreement consisting of 64 pages has been released to the public for review.  Click here to download a PDF copy.  This item will be on the Monday, May 1, 2006 (7 p.m.) DAC agenda for discussion.  The PLUM (City of L.A. Planning and Land Use Committee) hearing is scheduled for May 30, 2006.
The City Planning Department has determined that the latest plans for tenant improvements by Home Depot to the existing K-Mart site is indeed a "project". The City has also required an updated Traffic Study which is "most critical".
Narrow Streets ICO proposal. Sunland-Tujunga has many narrow streets and this needs to be addressed immediately to assist with future multi-family and residential developments. Valley Alliance of Neighborhood Councils Planning and Land Use Forum will be Thursday, May 11, 2006 (5:30 p.m.) at the CBS Studios in Studio City. The title is "The Future of Los Angeles: One Project at a Time." Flyers and RSVP info will be out shortly. Welcoming speaker will be Gail Goldberg, LA Planning Director, and there will be five breakout sessions dealing with the most debated issues in land use in LA with experienced land use facilitators and planning department staff in each breakout session. Check back for more info in a few days. Due to limited space, RSVPs will be necessary.
The STNC office regularly receives Public Hearing notices as a standard practice by City departments. The office also receives other determination letters and reports. The STNC is making every attempt to get these notices out to the community so you can participate in the process. The next monthly STNC meeting will be held on Wednesday April 12th and will feature our  "Two Top Cops": - New Area Commanding Officer, Joe Curreri and Commanding Officer of Valley Traffic, Captain Ron Marbrey.   This presentation is being made possible as a result of the many questions neighbors had at the February STNC meeting. Come prepared to discuss traffic flow, stop signs and any other traffic related issues.

Your STNC - As a Neighborhood Council we are "only advisory". HoweverŠ The STNC leverages tremendous influence through consensus among our constituents, integrity in our practices, and a spirit of goodwill and support for our neighbors, the City and its representatives.

The STNC is guided by a set of Bylaws that were approved by the Department of Neighborhood Empowerment (DONE) and the Board of Neighborhood Commissioners (BONC). These bylaws are important to us as board members and to our stakeholders because they define the purposes and roles of board members for the good of the community.  Following are some excerpts from our STNC Bylaws v.2.72:

The mission of the STNC is to improve the quality of life in Sunland-Tujunga. In order to fulfill the mission of the STNC the following purposes and policies are established:

Purposes:

    1. To engage the broad spectrum of STNC community stakeholders to collaborate and participate in matters affecting the community including events, issues, and projects.
    2. To work with other organizations in Sunland-Tujunga and with other Los Angeles neighborhood councils.
    3. To promote STNC community stakeholder participation and advocacy in Los Angeles city government decision making processes.
    4. To propagate community awareness of available Los Angeles resources.
    5. To be an advocate of Sunland-Tujunga to government and private agencies.

Policies:

    1. To respect the will of the community stakeholders of the STNC as the guiding influence of the STNC, subject to the Department of Neighborhood Empowerment (DONE) and legal constraints.
    2. To consistently and diligently outreach to the diverse and changing Sunland-Tujunga community.
    3. To respect the autonomy of all individuals, groups, and organizations in the community.
    4. To be fair, open, and transparent in the conduct of STNC business.

The 2006 STNC Outreach Committee conducted their first meeting on Saturday, February 4th at Joselito’s West and has held meetings every month since that meeting. The group discussed a variety of issues and coming events, including a bi-monthly Farmers Market produced by The Foothills Paper and the coming groundbreaking at the old Ford property at Foothill and Commerce. The discussions at the meeting were lively and informative. Through it all this year’s committee will focus itself on creating and utilizing a community-wide network coordinating efforts through district representatives, group representatives and community stakeholders. The goal is to engage the Sunland-Tujunga community in positive action, keep the community informed about important issues, and to hear the voice of the community so it can guide decisions made by STNC.

To be effective, the Outreach Committee needs your involvement, your thoughts and your actions. If you’re interested in helping your community in this way, please contact Committee Chair Dan McManus (district4rep1@stnc.org or 818-951-7411) or your STNC district representative.

The monthly STNC meeting held on March 8th had another great turnout with Mary Benson speaking on the Rim of the Valley - preservation.

Sunland-Tujunga has new LAPD officers from the Office of Public Safety, Joseph Tafoya and Albert Jedinak, are assigned to our parks and library.  We will hear more from them at the April 12th STNC meeting. Officer Larry Martinez introduced Captain Currieri, who replaces Captain Szymanski. The new LAPD Drop-In Center will open on March 18th at North Valley City Hall.

Dale Thrush, Planning Deputy for Councilmember Wendy Greuel gave an update on the proposed Home Depot at the former K-mart site. You will be invited to a community meeting to hear more details of Home Depot's ongoing attempt to move in on the site and the two paths they are seeking to do so. One is to tear down the building and build a new one which requires the environmental review process. The second is to move in to the existing building with only tenant improvements. Neither path is acceptable for the community. Keep an eye out for this special meeting sometime in April.

Community Day of Service - Mayor's Community Day of Service will be on Sunday, May 7th.  The STNC has selected the following projects and needs a few more volunteers: Support the Annual Historic Home Tour (being held the same day - May 7th), Tree Planting along Foothill, Community Clean-Up, STNC light pole banners, Commerce Ave. façade and street clean-up, Tujunga Post Office wall painting. The STNC's Outreach Committee will finalize these proposed project ideas at their March 11th meeting.  Several City Departments will be on hand on May 7th to help.  If any of this sounds of interest, call the STNC office (951-7411) to be a project leader or sign-up to help. We can't do this without YOU!

Design Advisory Committee (DAC) - Great News!  Finally, the groundbreaking of the former Ford property at Commerce and Foothill will take place on Saturday, March 25th at 3 p.m. You will soon be invited to a community meeting to hear more details of Home Depot's ongoing attempt to move in on the site of the former K-mart. Home Depot is seeking two paths: 1. tear down the existing building and build a new one (this requires the environmental review process) and 2. move in to the existing building with only tenant improvements. Neither path is acceptable for the community. Keep an eye out for this special meeting sometime in April.  The Narrow Streets ICO draft was presented at the March 6th DAC meeting. The purpose is to help our community deal with so much building being done on very narrow streets which create on street parking and traffic impacts to these already dense areas.  The STNC will hold a meeting to gather community comments in the near future.  Plans for development of 25 condos were presented for 10046 Samoa (currently a vacant lot between Valmont and Tujunga Canyon Blvd). Public comments included concern that this site is the only open space available in the most dense part of Tujunga and we are in desperate need of a park. Two presentations for exemption to the FAR/ICO (mansionization) ordinance were also reviewed. The DAC supports the concerns of the community and rejects any waiver from the intent and will uphold the ordinance in place.  The DAC also looks forward to educating and working with future developers regarding City ordinances that affect our community.The next DAC meeting will be on Monday, March 20 at 7:00 p.m. at North Valley City Hall.

If you missed the January 11th, 2006 STNC meeting I think you missed the biggest turnout ever for an STNC event -- over 190 people attended. Thank you all for being a part of the first meeting of the 2006 STNC year. A very special thank you to our Councilmember Wendy Greuel for recognizing the outgoing 2005 board, installing the new board and giving recognition to the STNC logo contest finalists. The STNC logo contest, chaired by 2005 STNC Board member Mona Curry, saw five finalists show off their designs. Congratulations to the following students: Laura Toyne, Cheyenne Savage, Taishi Kojima, Logan Pase and David Cecil. Stop by the STNC office to see their work when you get a chance. Thanks to the Boy Scouts from Troop 355 who led us in the Pledge of Allegiance, Mt. Gleason Middle School for our meeting space, Crème de la Crème Bakery and Coffee Stop for refreshments.

Public Safety: LAPD Sr. Lead officer, Frank Avila gave us the latest crime stats and answered questions. He also gave out his phone number where you can leave him a message with concerns and he can get back to you. (Contact the STNC office at 818-951-7411 for his number) Batallion Chief Wise spoke about red flag days also answering a lot of questions from the audience. We look forward to having Chief Wise or someone from his area at each of our monthly meetings.

Design Advisory Committee (DAC) News: Report was given by Debby Beck with an update on the old Ford property located at the intersection of Foothill Blvd. and Commerce Ave. The groundbreaking for this site will begin soon with completion in about a year to a year and a half. She also reported on 11130-60 Oro Vista and that Councilmember Wendy Greuel has sent a letter to the City Planning Department’s Environmental Staff about environmental concerns that may not have been considered. At the last DAC meeting, updated plans for 20 homes on this site were shown. Because of the new environmental information, the DAC and STNC have requested a full EIR be required for this site. 

Home Depot: The traffic assessment, recently released by the Department of Transportation shows that Home Depot would like to remove the existing K-Mart store and build a larger store. Also that Home Depot would generate 951 less trips than K-Mart. This assessment is of great concern and is being researched. The DAC and STNC requested a full EIR, including realistic traffic count, economic impact study and air quality study for the proposed Home Depot.

The DAC is the place to get the latest news on these and other development issues in our community. The next DAC meeting will be on Feb. 6th at 6:30 p.m. On the agenda will be plans for façade improvement to the Vons store at Mt. Gleason and Foothill. The next DAC Education & Outreach meeting will be Feb. 25th at 10 a.m. and will focus on the Foothill Boulevard Corridor Specific Plan. Both meetings will be held at NVCH.

Street Resurfacing/Reconstruction - Each neighborhood council has $100,000 allocation for street resurfacing/reconstruction and it is the STNC’s task to identify the priorities. It is not certain if all these sites will get the work needed but we will be staying on top of it. There are many streets in Sunland-Tujunga needing work so the DAC will be reviewing this from time to time. If you have any areas you feel need attention or would like to add to a list for the future, contact Ed Rock at the STNC office. STNC’s recommendations to the Bureau of Street Services, for their consideration, are below:

STNC Committees - The 2006 Outreach Committee Chair is STNC board member Dan McManus, a District 4 Representative. The next Outreach Committee meeting will be held on Saturday, February 4th, 2006. The Design Advisory Committee (DAC) held its first DAC Education & Outreach meeting on January 21st. Committee member Deborah Ray coordinated the meeting. Dick Platkin from City Planning gave a great presentation about understanding the planning department. He and Anita Cerna answered many questions in an open forum. Thank you Dick and Anita for participating in the first of many events. Dale Thrush was also there with Wendy’s letter to the City Attorney asking if the City’s actions in the recent proposed Wal-Mart in Northridge are applicable to the Sunland Home Depot situation. Thank you Wendy for your fast action on our behalf.

There are other STNC committees being formed. If you have an interest in Land Use, Traffic, the Citywide Budget or can help with STNC meetings contact me to get involved.

Watch for kids. Watch the road. - The STNC has a supply of these signs. Stop by the STNC office and pick one up for your front yard. The intent is to slow down traffic in your neighborhood. We have a limited supply so they will go quickly.

Board positions - Two vacancies exist on the STNC board: District 1 Representative (210 Freeway to Mt. Gleason, north of Foothill) and a District 3 Representative (East of Commerce, north of Foothill). District reps are needed to represent these specific areas of our community on the STNC board. If you live, work or own property in these areas, we would like to have you join the board. Contact me for more details.
